The official YouTube Data API revision history of 27 August confirms the global application of the new public count from the first frame. Engaged Views, most key metrics, Partner Program eligibility and revenue remain based on engaged metrics.

01 · Mechanism

What actually changes

Since 24 August 2026, YouTube has aligned the public count for long-form videos, live streams and Shorts: a public view is counted from the first frame, including on autoplay, on hover, or after a click or a tap.

The viewCount field of the YouTube Data API follows this new definition. The Engaged View metric is unchanged: it measures playback that continues beyond the first frame or that results from a click or a tap.

YouTube states that monetisation eligibility, creator revenue and most performance indicators remain based on engaged metrics. The entry criteria for the YouTube Partner Program do not change, but the labels become qualified Shorts views and qualified watch hours.

What it changes in the mix

Dashboards that use public views, viewCount or ratios calculated from those views may show a mechanical shift since 24 August. Comparisons before and after that date become misleading unless the break in definition is explicitly separated out.

Teams need to distinguish the public volume from the new counter, Engaged Views and monetisation metrics. No universal coefficient converts one series into the other retroactively, and a rise in the public counter is not on its own evidence of editorial improvement.
